It would be called 'Kingfire', and you could go around telling everyone that Ulfric Stormcloak is the High King and help everyone in Skyrim put arrows in their knees as Ulfric's steward.But if you wanted to rule the land instead, you would have to become thane of all the holds, win the civil war for the Imperials, and then marry Jarl Elisif. Of course, then you would be given the delightful task of filin' taxes and sitting on your throne for hours every day, looking like you're contemplating whether or not you need to go to the lavatory (or Skyrim's equivalent of one, anyway). It's very frustrating - I've killed General Tullius over two dozen times, and Ulfric never becomes High King.

What irritate's me so badly is that you cant form a splinter faction in skyrim and become high king yourself. It would be awsome. The dragonborn is technically a walking armegedon and even the thalmor's strongest battlemages couldnt bring him down. Dragon's of legend fell to the dragonborn and by the end of the vanilla game, he would be a thane in every hold and leader of every guild faction.the point is that the dragonborn should hold immense influence by the end of the vanilla game and it wouldnt be too far fetched to assume that he could overthrow both faction's and rule skyrim independently.
