I played through the whole game and all the expansions before I ever touched mods on the pc version and the game rocked. That being said some of the mods are pretty awesome - really cool extra houses, etc. I had some freezing issues with the game, but really enjoyed it.

It is definitely one of my favorite games of all time. I should also point out that I played Oblivion after I played Fallout 3.I do wish that this new game was GFW LIVE so that it would have some integration w/ all of my friends who play on xboxes only, not to mention achievements.
